
As a consequence of Romania’s admission to EU, the acquis for waste management was adopted. Waste management is based on a set of priorities :
- Preventing and minimising the quantities and the toxicity of wastes,
- Recycling certains materials,
- Energy recovery by incineration and coincineration,
- Treatment in order to reduce the quantities and the environmental risk,
- Waste dumping.
During the former twinning project, a downloadable guideline was elaborated.
This second twinning will continue to contribute to the implementation of the main necessary tools for the waste management policy adopted in Romania, for the elaborated national, regional and local waste management plans. Their application concerns:
- The development of the appropriate institutional and organisational framework,
- Knowing all involved actors,
- Intensifying actions in order to reduce source quantities,
- Emerging projects which use the best technical and economic tools for recovering and recycling, and for reducing waste dumping.
The real possibilities of setting a « regional waste management plan », have to be evaluated in order to support the involved actors (especially local and county councils) to implement the waste management plans in progress (for LEPAs). Simultaneously, the objective is to offer to REPA the organizational tools to monitor the regional plan.
A training program on DEEE (Waste Electrical and Electronic Equipment) management was required, the DEEE management in Romania being slowed down by the lack of collaboration between public authorities and operators, by citizens lack of awareness, and by the necessary creation of specialized companies.
