During the former twinning project, a guide related to the management of European structural funds was elaborated, it is downloadable and it is a part of the « regional and local action plan for the environment » activity.
For this second twinning, the main objective is to support the implementation of a better networking between the beneficiaries, the technical and financial authorities in order to design a better strategy for funds spending.
This activity will be closely carried out with the collaboration of all partners involved both in this activity and in the activity mentioned above, the two activities being related.
The French approach will be presented with regards to :
- preparation of regional programs,
- fund distribution criteria according to different programs,
- implementation of a regional strategy.
Then, a series of methodologies will be proposed concerning the operational program project, and also all required elements for an environmental strategy.
The implementation of the working plan is based on the case studies with a focus on a costs/benefits analysis and the control before payment. This working group session constitutes an opportunity to develop the tools within the networking between REPA, LEPA, POS and the local decentralized administrations (such as the local authorities and the Prefecture).
