One of the objectives of the former twinning, was to work with the counterparts on the permitting process of 44 IPPC plants in the West Region, including:
- Reviewing the permitting documents, including the setting of emission limits for each plant according to the local context,
- Supporting the agencies to analyse the files authorisation demand, including the public reunion organisation and the agenda, especially in case of transborder impacts.
- Organizing periodical necessary training programs.
A guide related to the elaboration of IPPC authorisation process was edited during the twinning project.
The agenda for this second twinning program examines:
- The former twinning recommendations,
- The progress of the BREFs revision and of the IPPC directive,
- The SEVESO plants specific cases,
- The IPPC plant inventory which reveals the existence of 86 plants, 60% being stockbreeding, 13 of them having had an action plan,
- The IPPC authorization study regarding the pig house activities, an extremely important environmental problem in the west region,
- The technical alternatives to the manure spreading which may prove to be of a real interest for Timisoara.
