The first twinning was characterized by the three following activities:
- assessment of the regional and local working capacities,
- propositions of recommendations regarding the required human resources,
- adapted trainings according to identified needs.
During this first twinning downloadable guidelines about time management and leading of meetings, were elaborated.

This second twinning objectives are the following:
- updating the assessment of the existing institutional capacities from the previous phase,
- assessing its progress,
- designing training programs according to the identified needs.
This should be possible through procedure applications, file elaboration, data collection etc.

For instance, for the biodiversity activity, which allowed the implementation of Natura 2000 network (Habitats Directive) and was the target for detailled investigations on the achieved results, it seems interesting to target the updated identified needs:
- Elaborating data basis connected to the Geographic Information System (GIS) ;
- Delimitating Natura 2000 sites ;
- Case studies ;
- Mapping and identifying fauna and flora species ;
- Knowledge and interactions between habitats ;
- Support in achieving inventories ;
- Incidence studies on sites ;
- Mitigation of the identified impacts (compensating measures);
- Rehabilitation of contaminated or derelict sites.
