The objectives of the previous twinning were:
- On one hand, to assess the impact study reports and the plans and programs submitted to the administration,
- And on the other hand to develop the cooperation between the regional agency the local partners and civil society.
During the first twinning, a downloadable guide for this activity was elaborated.
The working agenda for this second twinning on this activity is as follows:
- choice of two or three projects/plans,
- creation of the 2 working groups,
- definition of eco compatibility criteria.
The experts will start by analyzing the situation with the different persons involved in this subject, in order to better know the existing evolution of the assessment of recent projects. Synergies will be searched with the « structural funds » activity and after the validation of the working program, case studies will be chosen and analyzed during the working groups sessions.
Then the following steps will consist in:
- Review of the procedures of the environmental impact assessment through the work on the case studies,
- and the definition of eco compatibility criteria, and definition of precise indicators in relation with the effects on the environment when implementing these programs.
A training program will be implemented for the permitting documents for a mine opening and for the management of the mining pollution, several aspects will be discussed such as monitoring of the mining sites, French experience in mining, especially «mining risk prevention plans », and procedures for the closure of mines.
In addition, a review of the implementation of the mining waste directive progress and of the implementation of European methodological documents will be done.
