As for the former twinning project, this activity is also about supporting environmental agencies from the West Region to prepare / update and monitor the implementation of a Regional Environmental Action Plan (PRAM) and of 4 Local Environmental Action Plans (for each department).
During the first twinning project, two downloadable guidelines were elaborated, the first about environmental planning PLAM/PRAM, the second about structural funds management.
The objectives of the actual twinning project are:
- to review the evolution stage of PRAM from the West Region and the main problems encountered,
- to establish a working program for this twinning duration, which will permit the setting of:
- an advisory committee for the implementation of European funds starting beginning of year 2009,
- a regional strategy about environmental education, through the venue of a seminar organized together with the French Cultural Center, the Alsace Region and the city of Mulhouse,
- a seminar about waste management in order to review the evolution stage of the waste regional plan, with the participation from experts on « wastes » and « planning », thus gathering all actors involved, including private operators,
- a working group to improve collaboration on one hand between REPA/LEPA and on the other hand between Environmental Agencies and Local authorities.
