One of the objectives of the first twinning project was to collaborate with the regional, local agencies and Environmental Guard in order to control and inspect the economic operators regarding:
- Authorization for using dangerous chemical products,
- Restriction in using certain dangerous chemical products, preparation, importation and exportation,
- Reduction of the use of noxious substances,
- Conformity with classification and labeling.

Guidelines about REACH Directive were elaborated, a global regulatory system for chemical substances.

This second twinning focuses on the same objectives, after having analysed the updated REPA requirements in terms of:
- The needs for specific inputs related to the actual stage of European regulations development,
- The estimation of the number of notifications in the Region,
- The trainings to enhance staff’s experience in these processes.

The second step will enable the Romanian administration to establish and/or update an inventory of the chemical substances produced in the Region, which are not covered by the European Inventory of Existing Commercial Substances (EINECS) database.

At last the third phase will consist in preparing a working program on the registration process based on a presentation of the technical guidance of REACH (RIP 3 and 4) by trainings or by developing specific tools or procedures to control and inspect the economic operators.
